Windows keeps dictation switched off until you allow it, so voice input can’t start until you turn on Online speech recognition. You only need to do this once.
It is online in earnest: Windows sends what you say to Microsoft’s speech service to turn it into words, so voice input needs an internet connection. Typing your ingredients works offline as usual.
